To launch a Human Resources Strategy for Researchers (HRS4R), the European Commission has created a tool to support and finance research institutions in the implementation of the European Charter for Researchers and the Code of Conduct for the Recruitment of Research Personnel. This strategy aims to contribute to the development of an attractive European labor market.

The HRS4R seal recognizes institutions that apply the principles of the Charter and Code and are progressing towards open, transparent, and merit-based recruitment, such as the so-called Open Transparent Based Recruitment.
