1. General Overview
Erasmus+ is the European Union's programme for education, training, youth and sport for the 2021-2027 period. It aims to promote cooperation between organisations, foster innovation, support mobility, and improve the quality and inclusiveness of education and training systems across Europe.
One of its key pillars is Key Action 2 (KA2), which supports cooperation among organisations and institutions to develop innovative practices, reinforce capacities and achieve systemic impact at European level.
2. Focus Area: KA2 - Partnerships for Cooperation
Partnerships for Cooperation are designed to foster collaboration and the exchange of practices across different education and training sectors, youth organisations, civil society and public authorities. They support the development, transfer and implementation of innovative practices and solutions that enhance quality, inclusion, digital transformation and sustainability.
There are two main types of projects under Partnerships for Cooperation:
1. Cooperation Partnerships

Intended to develop and transfer innovative outputs or engage in intensive dissemination of existing successful practices.

Support curriculum development, innovative teaching and training methods, digital tools, strategic development, inclusion strategies, environmental sustainability actions, and cross-sector collaboration.

Suitable for organisations seeking to achieve strong systemic impact or develop frameworks, models, or tools with long-term relevance.
Key features:

Larger scale and higher budget.

Broader and more strategic objectives.

Strong emphasis on innovation, sustainability, and impact.
2. Small-Scale Partnerships

Intended to widen access to Erasmus+, especially for newcomers, grassroots organisations, local groups, and entities with limited operational capacity.

Focus on short-term, smaller-scale activities that strengthen European cooperation and allow organisations to gain initial experience in EU-funded programmes.

Activities may include community-based initiatives, local pilot actions, exchanges of practices, and smaller-scale development of educational materials.

- Requirements

Eligible applicants include public or private organisations active in education, training, youth, sport, social innovation, labour market, culture, or community development.

Consortia must include at least three organisations from three different Programme Countries for Cooperation Partnerships.

Small-Scale Partnerships require a minimum of two organisations from two Programme Countries.

Schools, VET providers, higher education institutions, NGOs, social enterprises, local authorities, cultural organisations, research centres and community groups may all participate.

Higher education institutions from Programme Countries must hold the Erasmus Charter for Higher Education (ECHE).

Organisations from non-associated third countries may participate as associated partners when relevant
