EU4Health is the EU's health programme designed to strengthen healthcare systems, improve preparedness for cross-border health threats, and promote innovation to tackle major health challenges. It funds initiatives that improve disease prevention, diagnosis, and treatment, while fostering equity, sustainability, and trust in healthcare innovation across Member States.
Call Summary - Health Data for Biotech Innovation Leveraging the European Health Data Space (EHDS)
This call seeks to accelerate the development and deployment of digital and AI solutions in biotechnology by leveraging the European Health Data Space and AI Factories.
Expected Impact:

Strengthen collaboration and knowledge-sharing among biotech, healthcare, and regulatory stakeholders.

Boost innovation and competitiveness of the Union's biotech industry through AI-enabled solutions.

Enhance health outcomes by improving patient care, diagnosis, and treatment.

Provide regulatory clarity and guidance for integrating health data infrastructures within the EHDS.
Objectives:

Build a multistakeholder platform (biotech industry, healthcare providers, regulators, patient groups, AI Factories).
-
Identify and prioritise the most promising digital/AI biotech applications, enabling rapid prototyping and testing.

Analyse barriers (data quality, regulation, ethics, privacy, IP, technical limitations) and propose solutions.

Deliver recommendations for policy, industry, and research to guide EHDS development and biotech AI adoption.
Scope:
-
Establish a community of practice for data-driven biotech innovation.
-
Conduct a landscape analysis of health data and AI applications, leveraging existing projects and AI Factories.
-
Develop a strategic roadmap for scaling AI solutions in biotech, promoting interoperability and data standards.

Pilot integration of key health data infrastructures (genomics, cancer imaging, brain) into the EHDS.
-
Produce case studies on explainable AI in biotech to share best practices.
-
Integrate AI Factory expertise for simulation, analytics, and optimisation of biotech AI solutions.

Set up a monitoring and evaluation framework to track progress and adjust strategies.

Eligibility Criteria & Requirements
Eligible Countries

EU Member States and their Overseas Countries and Territories.
-
Associated countries: Bosnia and Herzegovina, Iceland, Moldova, Montenegro, Norway, Ukraine.
Eligible Organisations
-
Educational and training institutions.
-
Research organisations and universities.
-
International organisations.
-
SMEs (small and medium enterprises).
-
Non-profit and non-governmental organisations.
-
Private (for-profit) companies.
-
Public bodies (national, regional, local), including European Groupings of Territorial Cooperation (EGTC).
Restrictions:
-
Natural persons are not eligible (except self-employed persons with distinct legal status).
-
Entities without legal personality may only participate if they can assume legal obligations and financial responsibilities.
-
EU institutions (except the Joint Research Centre) are not eligible as beneficiaries.
Consortium Requirements
-
Proposals must be submitted by a consortium.
-
Minimum: 5 beneficiaries from 5 different eligible countries.
-
All beneficiaries must be legal entities established in eligible countries.
